George’s home planet has a heavy, gaseous atmosphere that sound waves struggle to travel through, so the scientists there made special headphones to amplify them and help the inhabitants hear better.
When George travelled to Earth the gravitational pull through the stratosphere welded his headphones to his head, and here he picks up medium wave radio signals. So if he looks distracted when you’re talking to him he’s not being rude, you’re just being interrupted by 'Gardener’s Question Time.'
